Definitively - no! The bots are for n00bs, normal skilled players and good players. If the bot would be hard at level 40 - this way the n00bs couldn't play against them at all. That' why there is so apparent difference between skills 40 and 100.
Aslo - there is no reason for really good players to play against the bot against the skill 60. Why are You playing so? If You are really good skilled, play against these skill 100 only. Then You may complain. They headshot me all the time if I'm playing against skill 100. But if they are even at skill 100 too easy for You - there are few ways to tweak them a bit (but only if at skill 100 - godlike - they are too easy for You). First of all - min and maxturnspeed doesn't affect bots at all if they are using default aim type (botaim2). I mean if You have the setting "pb_aim_type 4" in Your podbot.cfg . For botaim2 (aim type 4) the settings they can affect turnspeed of the bot are:

These turnspeed min and max You were trying to change they can affect bots if You are playing with pb_aim_type 2.

So You can try to use instant turn speed (pb_aim_type 1) or that constant angle velocity (pb_aim_type 2 with settings for turnspeed You were trying to tweak) or - in default aim type 4 - You can try to increase pb_aim_spring_stiffness_x and pb_aim_spring_stiffness_y parameters. A lot of possibilities. I hope now You can find Your bots at the skill level corresponding to Your skill.
