about dedicated server

when i make a dedicted server its always not responding and my friends cant join the server cause it always says server not respondin!! y??!/ help plz ??? :'( ??? :'(

ok ok..here...when i make a new game or a dedicted server i give the ip 2 my friends. when they try 2 join the game they cant because it says server not responding. enought detail? so y is this? plz help!!??? ???

-what network connection does the (to be) server have
-what happens to network traffic between client and server which is uncommon (router, personal firewall and alike)

ok so heres the thing i make a new game just a new game and my friends should be able 2 join it from my friends list rite?!? so when they click join game it always says server not responding!! i shutdown my firewall and i dont hav any other things 2 block the internet activites!! so wats happenin here?!?
