Try this in console:
realbot help
The realbot dll you're using is not realbot AI 1.0, which is what the readme file you were reading was for. Realbot_mm.dll is a realbot WIP version and the realbot AI readme does not apply.

this file's root is the "C:\HLServer\cstrike" folder, and since you must point your plugins.ini file towards the realbot_mm.dll you must add "..\"before path in c:\HLServer\cstrike\liblist.gam ie:
win32 ..\realbot\dll\realbot_mm.dll
this should fix your wrong directory error.
