You had here admins complaining a lot because of players on their server were fireing at bots for fun.
But I am not an admin complaining of players on my server were fireing at bots for fun (I have my own auto-punishment for them xD).
I think the better thing to do is to add an option in podbot.cfg (set to 0 when we don't want this feature, and to 1 when we want it).
It's very good to add new features to podbot mm but you should always put the possibility to disable the feature added.

I see I am not the only one who think it is a good idea to add this pb_tkpunish option :
