It's already named as dlls, it's just for some reason, the s won't show up on the top address bar.

That's exactly what I did, I downloaded metamod, put it inside cstrike/addons/metamod/dlls/metamod.dll

Edited the plugins.ini in the cstrike/addons/metamod/plugins.ini to:
win32...
