Oh, that's just great.

So if I wanted to play 1.6 offline, all I'd have to do would be a. run one storey down and shut off the router, which would cut all 3 computers in our house off the internet and disable the LAN interconnection between them, b. run back up and fire up STEAM, c. wait till it has finally realized that "STEAM call home" is not available right now, and d. answer that in this case I'd like to play offline, pretty please?

Would it be too much to ask that Valve offer a startup screen where you can select "go online and find 1.6 servers" or "play offline on LAN" ?
The sad thing is, I suspect it IS too much to ask...
But what if I installed my trusty old ZoneAlarm and told it in the "program control" section that STEAM always has to ask for my permission in order to access the 'net? In this case ZA ought to prompt me with a screen "STEAM is trying to access the internet. Do you want to allow that?", and if I answered "no", theoretically it should work, huh? Sure hope it does...
