I also use HLServer.
ok my target line is as follows:
c:\hlserver\hlds.exe -console -nomaster -ip lan -port 27016 -game cstrike -maxplayers 18 +map de_dust
doesnt want to let me start steam offline right now...9_9 imagine that...
In can say that my server is no longer listed in the master list and i can still access it thru my favz @ my local ip addy.
