man oh man it only wanted to make the problem of not loading last night i came in reset server and now it works perfectly if it ever messes up again tho i will post it right away
only difference i was using map command changelevel command and admin_map command


and do you have any idea how hard it is to keep a server with sv_cheats 1 up all night? i came in and hlds was at awe in blue screen of death
