Basic Bot Help

I'm new to counter stike and i set up a dedicated server. I added some bots but when they are in the game they just stand around and only shoot after somebody shoots them. Is there a command i can use to fix this? or do I have to download and install an 'intelligent' bot? If so how do I install it?
