ivpbot on dedicated server

I was trying to get my ivp bot to work but when I do stuff like ivp "addbot" or ivp "addbot 100" in the console of the dedicated server program, nothing happens, the bots do work in the not dedicated server wich is only for lan since steam. is there something else I need to do before the ivp .... commands will work? please help me out here.
