as normally you have to do an online install without buying the OpenBSD CD, this may be a good solution if you don't want to download it each time

you may find the mkisofs tool at here: http://www.andante.org/
only the source code is available, but you can use cygwin or mingw to compile it if you are using Windows.

meh, there is already a bootable ISO image skeleton you can download on the OpenBSD ftp server. Just fill it with the packages you need and burn. No need to rely on untrusted sources

this is actually a tutorial about how to make CD after you downloaded a whole bunch of files from OpenBSD official site

However I don't think many people will know about it
