So I mean if the server is full with EPBs how I can make one bot to be kicked when some kind of player try to join?

Set it up so there is ALWAYS one empty player slot. When a player joins have the bots checking if there are any free slots left. If there are no free slots, have one of the bots kick himself from the server (which will free up another player slot).
