I believe this was addressed previousy. NO. Indeed looking at other bots most don't. You can always leave room and add extra bots after the game starts. For instance put the minimum number of bots in the bot file. Write a number of cfg files like...

etc...

Then with team balance on with all the humans joined exec the right cfg file from the console (e.g. \exec 2bots.cfg to add 2 bots). Once the bots have joined lock the teams for the duration of the map.

Alternately you could try manually kicking bots but as another thread shows many of the bots are treated as referees! You could force them to spectate. But be prepared for some wierdness (see my post in waypoints\Reactor_Final - Feedback )
