No - non-steam is not supported.
Go to cstrike\addons\metamod\plugins.ini file and disable by a semicolon the call fo amxmodx, I mean this way:
;win32 addons/amxmodx/dlls/amxmodx_mm.dll
then start a game and tell me if You can create it or not. If no - disable also podbot mm (but leave metamod working).

I create it, but when I chose a team, it sudenly stops working and windows gives following message:
Half-Life Launcher has stopped working.
I tried to disable podbots, with anabled amcmodx and the game works good. That's why I came to decision that this is podbots, that couse game to close.

I used the All In One package, unzipped it to my cstrike folder and I have exactly the same problem as everyone else.

I load up Counter Strike 1.6 (steam based), and then I start a New Game. The thing just crashes after that.

I will try using the .dll you just posted. If it doesn't work, I'll report back here.

EDIT: Nope, it doesn't work at all. Still the same problem.
