I'd say it's worth a shot... Look, in general, hostages are kept at a rather secluded spot anyway (logically). I know hundreds of CS maps, but among all those maps there are very few where the hostages
can be accessed from various directions at all.
Normally the hostages are at least in some niche, a dead end of a corridor or in a corner of a room, so if you place a goal WP somewhere in front of them, not much difference will be visible anyway. On the other hand, it will make maps like cs_docks_v1 fully bot-compatible and others like cs_sperrgebiet more enjoyable, because those are maps where bots get stuck because they don't follow waypoints near the hostages any more.
And even if there were a map where hostages are standing right in the middle of an open courtyard, you could place a "circle" of goal WPs around them to avoid the stupid-looking scene of a CT bot carefully manoeuvring around the hostage bunch, only to... "use" them from behind...
