The HPB_bot.cfg file is only used for the FIRST map loaded by a server. From then on, how ever many bots there were at the end of a level will be started after the next level loads (it doesn't re-read the HPB_bot.cfg file).

If you want to change the number of bots available on each map, you need to create map specific .cfg files (see the HPB_bot_ReadMe.txt file for details on this).

You don't need the "HPB_bot" before any commands in the HPB_bot.cfg file (or the map specific .cfg files).

Also make sure that your server.cfg file isn't trying to exec the HPB_bot.cfg file (as some people have tried to do).
