STEP4:
FIRE up your server to c if it loads correctly when a person enters it will change your min maxrate automaticly as needed

and check this for weak connections and computers (below)

from a user:

I come to you Windows HLDS server admins with wonderful news! I've found a wonderful way to significantly reduce CPU usage of HLDS in Windows 2000/XP!

I'm running a 1ghz Celeron box w/ Windows 2000 Server, and for the longest time I've been limited to 16-18 players because beyond that, during firefights HLDS would consume 100% of the CPU, and this would cause spikes. Even while not in heavy action with 18 players HLDS would consume 60-80% of the CPU...

Go into regedit and browse to "HKEY_LOCAL_MACHINE -> SYSTEM -> CurrentControlSet -> Control -> PriorityControl"

Create a new DWORD called "IRQ8Priority" (IRQ 8 is the IRQ of the system timer on all IBM PC compatibles) and set the value to 1

I was very very shocked to find that the CPU usage is much lower in HLDS, and my 1ghz Celeron can now sustain 32 players without choking the CPU even in firefights!

I thought I should share this, it really really helped me!

AND DO THIS AS WELL !!!!

ok link doesnt work just open your task manager
ctrl+alt+del go to proces right click HLDS set priority HIGH

and my replie to this.... the kid is right!

as i write i am looking at my server
1700 amd+
256 ddr ram
with onboard nvidia grafics

its a 32 player server with 20 bots and 12 humans
RIGHT NOW its happening and been going all night
memory usage 32.000 kb (who cares)
cpu usage (dont laugh) 2%....
this writing im doing "here" is using more cpu then the server 4-6% BEAT THAT
well u dont have to beat it thats the beauty of it make what i did above and join me

MINMAXRATES and LAG i rest my case and advise u to do the same !!!!

(no relevance to above)
nomine padre, et fili, et spiritus sancti.
father the son and the holy ghost
