I noticed on the website, there was a mention that you were going to introduce HAL into RACC, i took a look at the MegaHAL website, and started wondering your motives for this, especially after reading http://megahal.sourceforge.net/Best.html
From what i see, the bots will spend most of the time talking gibberish, and if it were in-game, i cant see the bots following out what they say :p
as i say, i am interested in the motives and implications when it comes to using this

Mostly for dead chat. When bots are dead or idle chit-chatting, no cognitive stuff is involved as the chat intrinsically isn't supposed to carry even the slightest part of information.
I have nonetheless recently found out that you can bend MegaHAL to generate pseudo-cognitive sentences if you supply the subject, verb and complement as keywords. This makes me think I could eventually try to extend the usage of MegaHAL to in-game tactics. But it's way ahead from me yet.

PM, have you played Soldier of Fortune 2? when you get aid from the other soldiers later, they'll slowly advance, look around corners n' stuff all stealthy, and signal to eachother for when to advance. I've never seen any squad tactics like that for bots in CS, yours would be the 1st if it did PM.
But I'm just thinking out loud, but yeah, I'd be a shibby idea to do someday.

nice, you concidered going 1 step further and getting bots to use some sorta Speach -> Text engine, so when someone using in game voice chat and says 'follow me' the bots do it? :p

Lol, god, this is completely unrelated too but after investigating behind your signature I just got the Tenacious D album and I think it's pretty good sound!
