Yes, if all available playable slots are filled by humans/bots.
It depends on the map how many spawnplaces there are.
Once they all got filled, the next bot ( or human ) is forced to go to spectate when choosing a team ( doing so; your server slots should be at least one more than all available spawnslots for the currently running map )
Once a place becomes free, the bot will automatically fill that free slot when the next round starts.
If you want one bot on an empty server only in spectate round after round, I guess that's impossible because the setting for team specification for podbot_mm is as follows:
# Changing the setting below forces bots joining to certain team.
# Useful if You want to have always bots in one team against humans.
# Argument values: "ANY", "T", "CT"
pb_bot_join_team "ANY"
ANY means T or CT ( spectate not included ), the same like a human chooses "random" when specifying a team. Then you also can't become spectate.
It's not coded in podbot to force them to go spectate and stay there.
I'm afraid it could not be done unless someone else does know a way by a non bot-related command in the console, I'm not very familiar with those.
