only when he knows how to spawn them, ie, its pretty tough to code new entities in the Real World Engine (tm) (c). It aint as 'easy' as with a simple cBaseEntity and such. But i thought i heard something about a function called "request_revive_entity(cEntity *p)"... i bet it puts a request on the server admin to revive certain entities in the RWE engine.
I don't know how to code new entities in the RLE, but duplicating existing ones is one of the most pleasant experiences I've ever had with this engine (as you usually need another coder from the other sex )

But you have to wear rubber gloves to avoid viruses in the code...
