Yes the bots are loaded only when you create a (listen) server. If you want to play on lan on another server, or online with human players, there's no problem!

yeh but if i wanna make a listenserver without bots again, can i do that?
and in the first step u said to delete liblist.gam, but in step 5 u said to edit it, well how am i gonna edit it if i just deleted it? or does it just come up again?

First, if yo launch a listenserver, you don't have to add bot. RB is still installed, but there are no bots in the game.
Then, if there's no liblist.gam in the cstrike folder, launching a new game will create one.
