So far, my experience with ZM maps is: the bots will get stuck no matter what.
Zombie Mod Maps are very difficult to waypoint for and it seems that zombie mods require big spacious maps in order for the bots to not get stuck to each other, but then again they all hurdle around the goal waypoint and get stuck anyway.
They waypoints I've made are error free, however, the bots still get stuck in the Zombie Mod Maps.
I dislike Zombie Mod, so maybe another waypointer can help you.

A goal waypoint is always required.
Usually put it in an easy-to-access area or in the middle of the map where both terrorists and counter-terrorists meet.
The map doesn't always need a goal, but there always has to be a goal waypoint.
