KWo, when you submit polls into the Agora, you must make them
public. There's a checkbox "make this poll a public one" when you submit the poll. This way everybody can vote and we know what people voted.
The point is not to prevent people to express their opinions, the point is to
differentiate votes that count (council members) and votes that express a tendancy or an expectation from the public (other members), which it is the duty of the council to take in account.
