AMX plugin: joebot_control

I've converted my realbot_control plugin and fixed a lot of bugs :-)

Features:
- GUI to add and remove bots, select team, model and skill
- autofill server with bots up to "tn_bc_fillslots"

amx_votebots <x>
This vote siply sets the tn_jbc_fillslots cvar
