Bot with a ping of 0 when kicked???

I'm running a deathmatch dedicated server presteam on win xp with the min bots set to 2 and the max set to 6. When someone enters the servers it says the bot is dropped reason kicked but the bot thats kicked remains with a ping of 0.It did this with the 3.0 version and still doing it with the 4.0 version.Ive tried uninstalling and reinstalling the hpb_bot and I've tried reinstalling Half-Life too but to no avail.I'm at a loss because this occurance causes my server to lag and Ive tried everything I can think of to fix this.
