I don't know a lot about running a server - so someone else may be able to help more, but the Fritz user's guide on the main Fritz web page (its the "FritzBot" link at the top), has some good information, as well as a link to a site with even more detailed information.

I've seen this happen as well on a dedicated server, but haven't been able to figure out why it happens only once in a while.

There is a way to remotely add bots though.

In the server.cfg you can add:

seta rconpassword "yourpassword"

Then when you connect to the server, you can type in console:

/rconpassword yourpassword

This will enable you to admin the server remotely. To add bots:

/rcon exec configs/mp_base_bots.cfg for example.
