No. There is no HL2 SDK for bots for CS:S.

what about the official cs:source bot? How does that work? Also, is the cs:source bot good?

If You have been reading carefully the second topic, You should see that post, where is everything described what is missing to make the fully functionally bot. The main problem is weapon management for bots in CS:S.
