Well first of all I can say is don't get discouraged. I have had a hell of a time trying to get some of this stuff going too and its a real pain in the ass sometimes.
One suggestion I can offer though is do a fresh install of CS and then redo everything step by step. Sometimes all it is, is some stupid line or a friggin spelling error that you miss.(friggin irritating) But hang in there and don't get discouraged. Hell knows we've all been there

If you are intall Metamod and AMX mod correctly you must just find the plugins.ini file. This file is located in your cstrike\addons\metamod\ folder.
Open it and add the line Win32 joebot/joebot.dll. And after that all must be ok.

I would like to help You more, but since You didn't even paste here Your liblist.gam and metamod's plugins.ini file and amx' plugins.ini - I know nothing about Your configuration - so how can I help You more?
