How to I modify the welcome window?

When you first join any server, there is a welcome window that you have to

press ok to close it and then select team. How do I modify this window?

Where is the file? Do I have to write in javascript?

you can only modify that message in the server side. See the cstrike\motd.txt file.

it's html format by default so if you want it to look snazy read up on some HTML tutorials
