rb_dontshoot 1 on a dedicated HLserver?

i'm trying to practice with the bots and i don't want them to shoot at anyone they see. For some reason rb_dontshoot 1 does not work on a dedicated installation. My question is, is it even possible to turn off shooting on a dedicated server? i tried the following commands as well with no luck

rbds dontshoot 1 -- did not work

realbot dontshoot 1 -- did not work

alternative: download the personality manager and change those values to the point where the bots don't shoot accuractly.

But it would be so much easier if i could just turn it off with 1 command.
can anyone help?

this is Realbot 3005 build, with metamod installed.

it is a wip version, but it works. Its a hidden command now though. In the list of commands at the wiki you can find it. By hearth i'd say it was:

realbot debug dontshoot 1

This there anyway to limit what weapons they use. Like in podbots you could make them go into jason mode.
