I used m_sounds all off & m_sounds all disabled. Show up in the log as being turned off but when people connect they still download wav files. Currently I just renamed the /sound/mean folder but do I have to delete the custom.pak to get it not to download mean wav files?
m_sounds all disabled should stop it the downloading. You have to make sure the sounds are not precached, a server restart will do that provided your server.cfg has the disable command in place.
Perhaps there is a problem with disabling the sounds under CS 1.6, I'll give it a try but Steam is all screwed up once again and I cannot connect.

This is a normal Steam situation. An abnormal situation would be that you happen to play. Play a game you've paid for ? Geez, and what else ? Aaaahhh, customers 9_9

lol, how does Steam expect use to take them seriously. Anyhow I did restart the server after I made the changes. Not a deal, just thought I should mention.
I checked into this. By default all the sounds are enabled and are precached when the game loads. CS 1.6 must of changed when the server.cfg file gets loaded, or the problem was always there but not reported.
To get around the problem, after disabling the sounds, just change maps and that should fix it, or modify your sounds.cfg file and remove all the sounds you do not want.
I have modified the WIP so that by default all sounds are disabled.
btw: you should at least enable the SYSTEM sounds so that player slapping and time bombing will have sounds. You can edit the SYSTEM sounds (from sounds.cfg) to reduce how many sounds het downloaded. Most of the slapping sounds are standard CS sounds, so no downloading is needed, but the sound system has to be enabled for them to work.
