Exactly. Spawn points have nothing to do with waypoints. Waypoints just make the bots navigate, but it depends on the mapper how many bots can spawn in total.

There are many more pretty cool assault clones, most of which have more spawn points. Some of the ones I like are:
cs_assault_nod
cs_1337_assault
cs_assault23
cs_assault2k
There are many, many more, of course...
