They stand still not when you ENTER waypoint mode, but when you MAKE CHANGES to a waypoint. That way you can still enter and leave waypoint mode to watch your bots navigate around and see how they behave relatively to the waypoints, and the bots will be playing until you commit your first change to one waypoint.
