pb_chat 1
means bots chats are enabled. That also means You didn't edit that line since it is a default value. If You want to stop bots chatting (disable that function) You have to change the value from 1 to 0. Save the podbot.cfg, then restart the server (it doesn't mean just reload the map - but stop the server - then start it again).
The line with disabled chats for bots looks so:
pb_chat 0
