Just add only 2 bots on your server.
So if 1 human joins, it's 1 human vs 1 bot.
Then a second person joins so the second ( and also the last ) bot gets kicked.
Now you have all bots gone.
But when you want more than 2 bots ( like you exampled: 4 ), I'm afraid I also don't know the answer.
