I like some of your ideas and some of your tactic ideas are available just in several different bots.
RCBot has a stick-close-by flag and you could also make it a team specific stick close by waypoint, but RCBot does not play on counter-strike.

I think team tactics will be very difficult and time consuming for bot developers to come up with applicable algorithms. And would require more than one developer to contribute to bot updates.

The waypoint systems that I know of are very limited on what they can be flagged and capable of doing. The bots themselves are programmed to be used on any map rather than specific ones and to add certain features, certain waypoint system additions would need to be made. With many bot developers not around anymore these things will not likely happen. But I guess RCBot 2.0 is still occasionally being updated for CS:S.
