I've had similar problems when running with a number of metamod plugins. There are instances where some plugins are not coded to be "bot-aware" or "bot-friendly."

I would suggest running just the joebot plugin for a while to see that it's stable. Then add your plugins one by one until the problem appears again to isolate the plugin that's causing the problem.
