Ricochet is too simple game for AI developer like you. I mean that you just need to jump and shoot, nothing complicated.
Anyway on the topic I think that Ricochet source code is released in to the Valve SDK. You can get it and create the bot. Anyway Whislter had created bot for Ricochet already. Its sources are released, the bot play pretty nice. Here if you are interested:
