Yes, they do without any plugin loaded.
If you hurt them, they hurt you.
At the next round start they hurt you again, or, if you have done a team kill in the round before, they kill you.
It's a good feature on a public server, but is it perhaps possible to make a cvar for disabling this feature for local use or on a lan server? Cause the bots punish you too after an accidental team-attack/kill, even if you have the bomb.

The team-attackers punishment feature seems to be active since version 3.20u, in former versions I have never noticed it.
