bot_quota_match should not count spectators

For example,
if I set bot_quota_match to 3
and two humans join the server but one human goes into spectator mode
I still get 3 POD per human so I get 6 POD going against the 1 human.

I would prefer to have POD add bots only for humans not in spectator mode.

This would have to handle the case where humans go from spectator to in game player and from in game player to spectator.

For example 2 humans join, one goes into spectator.
With bot_quota_match to 3,
we would get 3 POD right away going against the one human.
Then the second human switches to an in game player,
at that time 3 more POD is added for him giving a total of 2 humans and 6 pod.
