it's because cs updated today. Usually all you would have to do is cut the liblist and ivpbot folder from your cstrike directory and then paste it back and it would fix the problem. However todays update was a crippling one for the bots:

Counter-Strike

* Fixed menu exploit on join that spawned you into the server but moved you around as you were in spectator mode

now even when you reinstall them, they just sit in spectator mode and don't do anything. They will not join any team no matter what you do.
