Where did you get those waypoints? They have to be at least for WIP#8 or they might not work correctly AFAIK.
The bots will learn the map by human players walking around. After some rounds they should start to use more random paths - just be patient.
Not buying weapons sounds like an older WIP (#
which doesn't recognize the start of a new round, make sure you have the current version (#9).
As I'm not running realbot currently, someone else might help you further with this problem.
