what m_botmode are you using?
SOMETIMES (usually on de_dust) botsfillserver actually fills up my server so no-one else can join.
the settings i use for my 18 player server:
-m_autobalancebots on 12 12 2
12(minbots) 12(maxbots) 2(bot-human ratio)
looks like your ratio is the problem...
-m_botmode botsfillserver
-m_maxhumans 6
