Are You using HLbeta version? Mine is from 15 august 2011 ( 5408 ).

About logging info about metamod - create a file called autoexec.cfg with just this one line:
log on
and place it to the main cstrike folder. Then run again Your hlds command with -debug parameter. That should start logging more info also from metamod loading it-self and its plugins.
