How many bots You are playing on the server to get such effect? How long time - at least You have to let them play to see such effect (it happens once per 2/4/6 hours?)
It will take me time to reproduce that situation and eventually see what is really happening with bots in that time (why they are not trying to unstuck). If those bots are getting stuck - is any of them trying to duck in that time (at least for a second or so)? If not - more than likely they even aren't aware they are stuck...

and he will try to find the bots files.
I'm working on bots - at least sometimes trying to hunt their enemies. They have to see the enemy first - then - if enough health and enough aggressivity - they are trying to go the the position of last seen enemy. But what if the enemy is already gone away? The bot cannot know where his enemy went, so the hunt task is finished... They are also too much scarried (if the health goes down and they can hear the enemy somewhere nearby, they are trying to seek cover and hide still...). Once that is figured out, V3B20r is ready...
