When You attack a bot and he got damaged - his health goes to some low value, then he is getting scaried, so he is trying to hide somewhere and rather wait for You instead just rush on You. This is how many human-players are doing and that's not a bug.
When the bot is attacking he is really focused on the most closed enemy (so he is not spraying bullets around to hurt as many players he can, but he is just trying to eliminate player by player. That is also what humans are doing (maybe not everyone, but that's the most frequently human's behavior). So I cannot see any bug here, neither. None of above will be changed.
