Can You check if they say "Defusing the bomb" or "Trying to rescue a hostage" also when pb_chat is 0? If so - then there is a bug.
Another thing - if there is nobody alive in a bot team, and he is still trying to say those sentences to his teamnates, then there is a bug, too (please check).
