The tittle of the topic is not adequate to the idea. They do use the shield correctly (even better than some humans), but they are not buying any better secondary weapon in the case they have the shield. I guess this is the problem You want to be solved in some next build. About chat frequency answer cvar - You should write (but in that the other topic) how You would really it to be implemented (answer as a % of the probability to answer to something, start talking every x minutes or what).
