If You are sure have installed everything correctly (including metamod) that info You can see it was always appearing for the people they were trying to fire-up CS first time with metamod. The only way to solve that always was the same - reinstall the steam. If You don't believe iin that - just try to use search button at bots-united forum and write this string to search for "Couldn't get DLL API".
