The case here is that the +map argument that he is using to start listen server actually starts single player game(he even don't have weapons). It is the same as to launch CS in the menu, bring down the console and enter "map de_dust2" it will launch single player game (as the training in the old CS 1.0). There is no way to launch correct Listen server in this way as I know so far...
